Hmmmm, we have to remember that GWII is slated to come out in over a year or more. It may be felt that by that time, a good enough portion of the gaming community has upgraded to new computers, which means the DX10 compatible graphic cards, so it may happen that the developers take the risk or the step to modernize for the future rather than stay compatible with everyone. Hard to say which way they go.
Certainly if GW2 came out today it would be a poor move to have it geared to Vista and DX10 only. They would then indeed lose many players.
As for Vista, well, I am still using Windows2000 and some day will make the move to XP. What I hate about all this is how much more computer power is required with each new OS version. Not only does Microsoft think that more and more has to be undertaken by the computer automatically and in a more flashier way, but all the software developers are making their applications so that they have something or other that runs in the background or remains resident in memory all the time or that insists on putting something on your context menus, etc. etc. So it is just to be expected that Vista will make your brand new more powerful PC maybe perform somewhat slower and heavier than your older PC running an earlier OS version. That is called progress! ;D

I held out using Win2k for a few years, but eventually upgraded to Vista. Despite the increased need for resources, XP actually ran my games faster. And the Nvidia drivers were Win2k/XP, so I can't really credit it to better drivers either.
I'm in no rush to upgrade to Vista though. I do think that DX10 is exclusive to Vista, but I'm no expert.

Who says ArenaNet follows the trend? You can only get dx10 with windows vista. It has nothing to do with what Anet does or does not want.

It must be a known fact that a large portion of the world's gaming community is extremely slow to upgrade to a new Microsoft OS. Many people (like me) still have Win2000, and I suspect many people (like me) will take ages to make the move to Vista. So if a game developer makes a game that is DX10 compatible only (whatever that may mean) and if DX10 only works on Vista, then that game developer will have to accept that their market for the game may be severely limited. Take Oblivion, for example. I can't imagine that I am the only one that has given this game a miss because my otherwise well working graphic card is not compatible with the game. So if DX10 only works with Vista, then it may probably be a long time before games that are DX10 only come out on the market. The down side is that whatever new technologies are embedded in DX10 may not be taken full advantage of for some time. Or we may be finding games that we just cannot play. Lets all sit back, see what happens and watch the fun!!!

Halo 2 and Gears of War PC ports are going to be Vista-only. Alan Wake (the next game by the people who did Max Payne) will be dx10 only... not sure on Unreal Tournament 2007. Those are the only I can think of offhand.
Oh yeah... and Crysis. (from the people who did FarCry)
So mostly shooter games that I've seen.

Encourage OS piracy in the 3rd world to muster Windows dependency... and then cut off support/updates/functionality to anyone not licensed. (or willing to upgrade)
